Keelung City Governement Signs MoU with SAIGONTEL Open Innovation Hub (SoiHub) and FCC Partners

This week, a delegation of 50 representatives from Keelung City Government’s technology industry visited Ho Chi Minh City, Vietnam. They signed a memorandum of understanding (MoU) on October 21 with the SAIGONTEL Open Innovation Hub (SoiHub) under Saigon Telecommunication & Technologies Corporation (SAIGONTEL) and FCC Partners.

The MoU signing ceremony, attended by delegates from Vietnam’s Ministry of Science and Technology, marked a major milestone in Taiwan-Vietnam collaboration in investment and technology. SAIGONTEL, a subsidiary of SGI Group and Vietnam’s largest industrial real estate developer, manages nearly 50 industrial zones across Vietnam and has actively collaborated with Taiwanese companies in recent years to attract high-tech investment.

The primary focus of the MoU is on the SoiHub Innovation Hub, a key project supported by the Ministry of Science and Technology, aimed at becoming a center for innovation, R&D, and startups.

The Keelung delegation’s collaboration with SAIGONTEL was facilitated by FCC Partners, led by president Mr. CY Huang, who has been actively expanding operations in Southeast Asia. Mr. CY Huang also established the Southeast-Asia Impact Alliance (SIA) to promote investment activities, including last year’s Taiwan-Vietnam Semiconductor Summit and a large-scale talent recruitment event for Taiwanese tech companies in Hai Phong called “Matching Your Future.” This year, FCC Partners signed MoUs with FPT, Vietnam’s largest IT group, and SOVICO, the parent company of VietJet Air, underscoring the strengths of Taiwan-Vietnam collaboration.

Mr. CY Huang remarked, “Over the past 30 years, Taiwan’s investment in Vietnam has mainly focused on traditional industries. However, as global supply chains restructure, there are vast opportunities for collaboration in semiconductors and AI. This partnership emphasizes technology collaboration and startup exchanges.” Earlier this year, FCC Partners also collaborated with Taiwan’s Industrial Technology Research Institute (ITRI) to facilitate market expansion and exchanges between six Taiwanese cybersecurity startups and leading Vietnamese cybersecurity companies.

The delegation, led by Lin Ding-chao, Director of Keelung City Government’s Department of Economic Affairs, emphasized Keelung’s strategic location and ambition. Mr. Lin stated that Keelung will actively support business transformation and expansion into Southeast Asia. This MoU with the Vietnamese government and businesses marks a significant initial step in Vietnam’s global engagement, with many future initiatives planned.
